On the morning of March 6th, the symposium was held between Baiyun District and "Scientific Chinese" magazine and its affiliated companies in the conference room of the Standing Committee of District Committee. Party Secretary of GZUC Lyu Guofu, Vice Party Secretary of Guizhou Normal University Liu Zhaohui, Vice President of “Scientific Chinese” Tang Huang, Director of Guizhou Office of “Scientific Chinese” Yang Liu, Deputy District Mayor Zhou Liang, Deputy Director of Management Committee of Baiyun Economic Development Zone Liu Yongsong, and leaders of affiliated companies attended the symposium. The meeting was chaired by Bu Lan, Party Secretary of Baiyun District.
During the symposium, Lyu Guofu warmly welcomed the landing of the Western International Academy Valley Project in Baiyun District. As the only provincial university in Baiyun District, the university will actively engage and cooperate in the project's implementation. He also pointed out four advantages that Baiyun District possesses in undertaking the Academy Valley Project. Firstly, there is a policy advantage. In 2022, the Provincial Party Committee and the Provincial Government issued the policy of "Strengthening the Provincial Capital", which has given Baiyun District the position of building a new center of the provincial capital city, and has laid a good foundation for implementing the "magnet" service concept for Baiyun District, making good use of policy advantages, and creating the best business environment. Secondly, there is a human resources advantage. Talents are the source of vitality, innovation, and development, and are a strategic resource to promote high-quality economic and social development. Baiyun District has abundant educational resources, with 178 primary, secondary schools and colleges. It has built an innovation and entrepreneurship "magnetic field," a livable and workable "ecosystem," and a talent attraction and retention "full chain," creating new advantages for high-quality talent development. Thirdly, there is a resource advantage. Located at the core of the new land-sea corridor in western China, Baiyun District is an important link connecting the Silk Road Economic Belt and the Maritime Silk Road. The district has two national-level development platforms, one provincial-level economic development zone, and the Dulaying International Logistics Port. With the gradual improvement of land, sea, and air transportation channels, and accelerated integration between Guanshanhu District and Baiyun District, Baiyun's urban construction has entered a fast track, promoting the development of a new open economy in China's inland areas. Lastly, there is a transportation advantage. Baiyun District has built a three-dimensional transportation network integrating aviation, high-speed rail, subway, and highways, forming a comprehensive road network pattern.
Lyu Guofu expressed his hope that Baiyun District and relevant companies would seize this opportunity to accelerate the implementation of the Western International Academy Valley Project, and transform it into a core growth area for talent gathering, cultural integration, financial connectivity, industrial convergence, and ecological flow in the southwestern region.
